Special Message from Director of Education Tyrone Dowling

Dear Waterloo Catholic Families,  

We are excited to be welcoming you and your family back for the start of the 2022-23 school year. We offer a special welcome to all families joining us for the first time this year. We hope that all of you had a great summer and are looking forward to the new opportunities this year will bring.

We look forward to joining with you this year in the name of Catholic education to support the academic success and faith formation of all of our students.  We are thankful for the opportunity to work together with you to provide the very best educational opportunity possible for your child and family.   

I am writing to you today to provide important information to assist with your planning as we approach our first day of school next Tuesday, September 6, 2022. 

COVID Health and Safety Protocols

On August 5, the Ministry of Education released the Health and Safety protocols for the start of the school year.  Most protocols and guidelines remain unchanged to those that were in place at the end of June. We continue to work with our local public health officials to ensure we are aligned with the most up-to-date guidance and hope to minimize any potential disruptions to learning throughout this school year.  

The following is a summary of what you can expect in September:  

Ventilation – Over the past several years, significant upgrades have been made in school ventilation systems to support a healthy learning environment.  Our custodial and maintenance staff have been working throughout the summer to ensure our schools are safe, clean and that the ventilation systems have been inspected and properly maintained to welcome staff and students back. UV or combination UV/HEPA filtration units will continue to be present in all classrooms and learning spaces throughout this school year. 

Daily Screening – Staff and students are asked to continue to screen each morning before school using the COVID-19 school screening (ontario.ca) resource, and stay home when feeling unwell or exhibiting symptoms.  We ask that screening become part of your personal daily routines.  The daily screening requirements and related guidance may change throughout the year and notification of any changes will be communicated to our community.    

Masking – Continuing with the protocols in place in June – and based on the advice of the Office of the Chief Medical Officer of Health – masks will remain optional for students, staff and visitors in schools, and on student transportation.  We continue to support a mask-friendly environment in our schools and workplaces and recognize there are times when staff or students may need to wear masks in alignment with provincial or federal guidance or may choose to wear masks if there is a high incidence of illness in our community. Masks will continue to be available upon request to staff and students in the 2022-23 school year.  

Rapid Antigen Tests – Rapid Antigen Test kits will continue to be available to staff and students in schools as needed.

  • Children born in 2018 are eligible for Year 1 Kindergarten (JK).
  • Children born in 2017 are eligible for Year 2 Kindergarten (SK).

Parents can access the Online Pre-Registration form by clicking on the Register for School link on the WCDSB Homepage and then choosing Kindergarten Registration.

IMPORTANT – Student Transportation Update

ATTENTION: WCDSB families and students who qualify for transportation through Student Transportation Services of Waterloo Region (STSWR):

This is an important update regarding the start-up of transportation services this September.

Student Transportation Services of Waterloo Region (STSWR) plans and contracts for transportation for WCDSB students who qualify for these services.  The software used by STSWR to support their activities is hosted on servers managed by the Waterloo Region District School Board (WRDSB).  WRDSB was recently the victim of a cyber attack which caused disruption to their information systems including STSWR’s software.

As a result of the disruption, route planning for schools in the Region was delayed.

With thanks to the staff at STSWR, the following services will be provided:

September 6, 2022 (First Day of School)

All full-size yellow school buses and taxis will run as expected.

September 12, 2022

All small yellow school buses and adapted vans will begin service on September 12, 2022.

For clarity, this includes the following routes:

  • All bus routes from 700 to 723
  • All bus routes from 800 to 862
  • All bus routes from V01 to V39
  • All bus routes from W01 to W45

September 19, 2022

Any student/family who changed their address in June, July, or August will have their transportation services begin on September 19, 2022.

Families can visit the STSWR website beginning on Monday, August 29, 2022 to find their students’ transportation route information.

Waterloo Catholic District School Board Names New Director of Education

WCDSB welcomes Tyrone Dowling “back home” to Waterloo Catholic as New Director of Education.

The Board of Trustees of the Waterloo Catholic District School Board is pleased to announce the appointment of Tyrone Dowling as the new Director of Education and Secretary of the Board.

Tyrone replaces Director Loretta Notten, who is retiring after a long and distinguished career in Catholic education.

Tyrone has 29 years of experience as a Catholic educator, including 21 years of administrative experience with the Waterloo Catholic District School Board.  He has been a Superintendent of Education with the Wellington Catholic District School Board for the past 2 years.

He is a faith-filled, authentic servant leader with a vast array of experience. Please join us in welcoming Tyrone “back home” to Waterloo Catholic!!

Quick Facts on Director Dowling:

  • Holds a Bachelor of Arts degree from the University of Waterloo and a Master of Science in Education from Niagara University.
  • Taught from 1995-1999 as an elementary school teacher with Waterloo Catholic.
  • Led as a Principal at Waterloo Catholic from 1999 until 2020, where he served in several elementary schools in Kitchener, Waterloo and Cambridge. During that time Tyrone demonstrated his leadership in numerous school and system wide improvement initiatives. For example, the collective efforts of the Holy Rosary CES staff resulted in the Dr. Bette M. Stephenson Recognition of Achievement from the Education Quality and Accountability Office (EQAO) for the effective use of data to support instruction.
  • Appointed Superintendent of Education at Wellington Catholic in 2020, where he led a variety of initiatives: the creation of Wellington Catholic Equity Committee, Wellington Catholic Equity Action Plan, Wellington Catholic Staff and Student Census projects and the Wellington Catholic Mental Health Strategy. He was honoured to be a member of the Indigenous Education Advisory Council.

Many people assume they are registered Catholic school supporters when, in fact, they are not.

You don’t have to have children in school to direct your school support to Catholic education. It is an investment in our future — and all Catholic ratepayers are partners with Catholic educators in this investment.

Have you moved?

Even if you have been a Catholic school supporter in the past, the designation DOES NOT follow you when you relocate. You are automatically designated a public school board supporter.

Every time you move, it is essential that you re-declare yourself as a Catholic school supporter.

This is simply a technical tool designed to give the Roman Catholic the sole right to determine the school support of her or his residence.

  • Verify that you are registered as a separate school supporter. If your support status is incorrect, ask for an ‘Application to Amend Voters’ List’. This form may be completed and submitted at the polling station.
  • Ensure the ballot you are given is a separate school ballot.

Special Message from the Director of Education

Dear WCDSB Community,

We hope that this communication finds you well.   After two successive springs in which we could not end our school year as we might wish due to the pandemic, it has been a very joyous May and June in our school communities.  We have had the ability to mark some of our significant milestones in a manner that is more typical, and certainly that allows for a more celebratory atmosphere.  We have been so thrilled to see the return of sacraments being celebrated in our school-parish communities, we were pleased to see Catholic education week activities, we have seen spring athletic competitions and artistic undertakings and of course, perhaps most significant of all – the return of in-person graduations.

While we have certainly learned over the course of this pandemic to never say “never”, we remain very hopeful of a traditional beginning to the new school year.  And while none of us can be faulted for desiring that reality, I do want to take a moment to celebrate all that we accomplished over the course of this school year, despite the challenges of the time.

Our pastoral plan grounded us in the theme “Sent to Build” referencing our desire to build the kingdom of God with everyone in our community that we “called to belong” and who we gathered through the eucharist to become.  Our theme was reflected in the bridge, which was an apt symbol reflecting the power of Christ’s love for all, and also for the tremendous work done under the auspices of equity.

We are proud of our gains and remain open to the further work to be done.  We are thrilled to have the results of our staff census and our first student census to help guide us in this regard and WCDSB stands poised to develop a new strategic plan in the fall.

Thank you for entrusting your children to Waterloo Catholic.  We are proud of the strong school communities we have nurtured and all that we accomplish in those schools each and every day.

This will likely be my last letter as Director of Education.  I have announced my intent to retire and a new Director will be named in mid to late August.  We know that person will lead a vibrant and evolving system, with leadership that is strong and committed.

We wish everyone a safe summer, that provides an opportunity to rest and refresh.

May God continue to bless your journey and may we be worthy of our mission statement, nurturing those students entrusted to us to transform God’s world.
