Equity Services at Waterloo Catholic District School Board

Our vision is to create a community in which we all thrive in an equitable, safe, caring, and just environment that supports diversity and promotes inclusion and belonging. Our Equity Services staff are advocates, educators, co-conspirators, and partners who promote community-building across the Board.  We provide a cohesive, organizational approach to support staff, students, and families of all identities.  We incorporate principles of equity and ​inclusive education into our operations, structures, policies, procedures, guidelines and practices, consistent with the principles of the ​Ontario Human Rights Code.​​

While the role of equity is occurring throughout the board, Equity Services consists of the following key roles.

Equity System Navigator

Our Equity System Navigator bridges the gap between equity-seeking students, families, communities, and the school system to prevent, address, and resolve real or perceived issues of bias, discrimination, racism, sexism, homophobia, and transphobia at Waterloo Catholic District School Board.

Working collaboratively across departments and with community partners, the Equity System Navigator:

  • Provides support and advocacy to Indigenous, Black, racialized, accessibility needs and 2SLGTBTQIA+ students, families, and caregivers in navigating the school system
  • Engages in case management, as part of school team, to resolve conflicts or disagreements with students and families and to ensure everyone’s voice is heard
  • Works with school administrators to develop productive partnerships with families, caregivers, and the community
  • Fosters peer support opportunities for Indigenous, Black, racialized and 2SLGTBTQIA+ students
  • Establishes space for equity-seeking groups to be heard and recognized as valued, respected members of the WCDSB community
  • Indigenous, Black, racialized, accessibility needs and 2SLGTBTQIA+ students, families, and caregivers who wish to access the Equity System Navigator for support can complete the Equity System Navigator Request Form.

Equity Specialist

The Equity Specialist plays a vital role in supporting the school board’s commitment to equity, diversity, inclusion, and belonging. This position focuses on the implementation of equity initiatives, providing direct support to students and staff, and helping to identify and remove systemic barriers within school communities.

Working collaboratively across departments and with community partners, the Equity Specialist:

  • Provides guidance and support to staff, students, and families navigating equity-related concerns, including racism, ableism, homophobia, transphobia, and other forms of discrimination.
  • Applies trauma-informed and anti-oppressive approaches to respond to disclosures and concerns with care, discretion, and cultural sensitivity.
  • Supports the development and delivery of equity-focused training, resources, and educational materials.
  • Collaborates with school teams to strengthen inclusive practices and foster environments where all students feel a sense of belonging.
  • Builds relationships with community organizations and internal support units to ensure coordinated responses to equity issues.
  • Promotes awareness of human rights policies, accessibility standards, and equity legislation relevant to Ontario’s education system.

The Equity Specialist is a resource for all members of the school community and is committed to ensuring that every student, especially those from historically underserved groups, has access to a safe, inclusive, and affirming learning environment.

Senior Manager of Equity

The Senior Manager of Equity leads the school board’s efforts to build a culture of equity, diversity, inclusion, and belonging for all students, families, employees, and school communities. This role is grounded in a deep commitment to cultural responsiveness, inclusive practices, and advancing equitable outcomes for students who belong to communities that have been historically marginalized and underserved within the education system.

As a strategic leader and accessible resource, the Senior Manager of Equity works collaboratively with school and board leaders to:

  • Works with system leaders within the Board to develop a comprehensive human rights and equity strategy focused on the promotion of human rights and equity and the elimination of systematic barriers.
  • Integrates research-based equity, diversity, and inclusion practices into school culture and leadership to foster a strong sense of belonging, build inclusive community, and drive high-performing outcomes for all students.
  • Promotes greater diversity within leadership and staff to ensure students see themselves reflected in the adults who teach and support them.
  • Promotes culturally responsive teaching and learning environments.
  • Engages with students, families, and communities to build trust and foster meaningful partnerships.
  • Challenges systems and practices that perpetuate inequity and help colleagues apply an equity lens to all aspects of their work.
  • Designs and delivers professional development focused on equity, anti-racism, anti-oppression, and inclusive education.
  • Uses data to identify gaps, monitor progress, and inform decision-making that leads to measurable improvements in student achievement and staff engagement.

The Senior Manager of Equity is also responsible for developing and monitoring indicators of organizational culture, supporting leadership in creating systemic change, and ensuring compliance with equity-related policies and legislation.
