Section 23

Programs

The WCDSB operates the educational component of four Section 23 treatment programs. The first is in partnership with the Children’s Village: Notre Dame of St. Agatha and is called Kidslink. The second and third are in partnership with Grand River and are called the Young Adult Program (YAP) and the Child and Adolescent Inpatient Program (C.A.I.P.). The fourth is in partnership with Hope Harbour Home.

Kidslink

The program serves 40 primary and junior age students from Waterloo Region, Wellington County, Brant County, and Wentworth County.

Custody Phase II (16 – 21 years)

Hope Harbour House is a 16 bed open custody facility for Phase II Young Offenders operated by Ray of Hope Inc. The residents are males between the ages of 16 – 21 years of age. The length of stay is determined by the courts and can range from 1 day to 2 years. Most residents stay for approximately 2 – 6 months.

Hope Harbour school is located on the same property as the Home. A maximum of 8 students participate in the day program. Residents are interviewed upon their arrival to the Home to determine if the on-site education program will meet their needs. Depending on the terms of their probation, residents may have the option of attending a local community school.

Mental Health Program

The Young Adult Program is a psychiatric/mental health treatment program offering services to youth aged 16 – 21, who require an intensive, structured treatment program.

The enrollment maximum is 12 students.

Agency staff are responsible for student admission, determining the length of stay and managing the waitlists.

Support services – psychiatrist, social worker and child and youth care workers support the students while in the program.

The objectives of the program are to enhance the individual’s functioning so that they can be reintegrated into community schools and activities.
